Re Mayer works as an inspector for the Citizen's Intelligence Bureau of Romdo City . During the process of an investigation she meets the earnest and unassuming Vincent Law. Soon after Re has a disturbing encounter with a monstrous intruder in her home. Unable to shake the strange feelings she experienced Re is drawn into the mystery and terrible fate of the Proxies. Together, Re and Vincent work to unravel the mystery of Vincent's true identity, the fate of the Proxie.

Himari Takakura passes away after going out on a trip with her brothers, twins Kanba and Shōma. She was, however, miraculously saved by a spirit in a penguin-shaped hat. In return for her extended life, the twins must search for an item known as the Penguin Drum with the aid of three penguins, which are visible only to the siblings.
